Getting a Passport in Rockford, Loves Park and Belvidere: Facilities, Photos and Timing

Where to apply for a passport in Rockford, Loves Park and Belvidere, what it costs, photo rules, kids under 16, and when to apply for 2027 RFD flights.

European landmark

If you live in Rockford, Loves Park, Machesney Park, Roscoe or Belvidere and need your first passport, you'll apply in person at a passport acceptance facility. Around here that mostly means a post office, and they all take passport applications by appointment. A first adult passport book costs $165 ($130 to the State Department plus a $35 acceptance fee). Routine processing currently takes 4–6 weeks, plus mailing time. If you're eyeing one of the RFD winter flights to Cancún, Punta Cana or Costa Rica, apply this fall. The State Department itself says October through December is the best window.

You never need to pay a third-party "passport service" for any of it.

Where can I apply for a passport in Rockford?

In Rockford, you apply at a passport acceptance facility, and the main one is the Rockford Post Office on Harrison Avenue. Acceptance facilities check your documents, watch you sign, and mail everything to the State Department.

The table below comes from the State Department's own facility data as of October 2026. Confirm any location with the official State Department facility search or the USPS location finder before you go. Passport hours are shorter than regular post office hours, and they change.

Rochelle Rochelle Post Office 501 Lincoln Hwy, Rochelle, IL (815) 562-4634 By appointment. Mon–Fri 9:00–2:00, Sat 9:00–11:00.

Loves Park, Machesney Park and Roscoe: As of October 2026, the State Department doesn't list an acceptance facility in any of the three towns. Families there usually go to Harrison Avenue in Rockford or the Cherry Valley library. If you're near the state line, the Beloit Post Office (300 Mill St, Beloit, WI) is also on the State Department's list.

What about the Winnebago County Clerk? Some sites list the Clerk at 404 Elm Street, but the Clerk's office isn't on the State Department's list of acceptance facilities, and the Clerk's own page doesn't mention passports. It is the place for certified birth certificates, though (see below).

To book a post office appointment, use the USPS passport appointment scheduler or call the location directly.

What does a passport cost right now?

A first-time adult passport book costs $165 in total: $130 paid to the U.S. Department of State, plus a $35 acceptance fee paid to the facility. A child's book (under 16) costs $135 ($100 plus $35). These amounts are from the State Department's fee page, last updated March 2026.

What you're getting State Dept fee Acceptance fee Total in person
Adult book (16+) $130 $35 $165
Adult card (16+) $30 $35 $65
Adult book + card $160 $35 $195
Child book (under 16) $100 $35 $135
Child card (under 16) $15 $35 $50
Child book + card $115 $35 $150
Adult renewal by mail or online (book) $130 none $130

Optional add-ons: - Expedited service: $60 per application. - 1–3 day return delivery (books only): $26.87.

Plan on two payments: a check or money order to "U.S. Department of State," and the $35 to the facility, which sets its own payment rules. At the post office, USPS says you can pay the $35 by check or money order made out to "Postmaster," or by debit or credit card. A family of four (two adults, two kids) applying for books pays $600 before photos.

How long does it take to get a passport?

Routine processing takes about 4–6 weeks, and expedited takes about 2–3 weeks. Neither includes mailing time. The State Department says mailing can add up to two weeks on each end (processing times, updated Oct 5, 2026).

Realistically, routine service can take 10 weeks door to door. Demand peaks from late winter through summer, and the State Department recommends applying between October and December. That's right now. Track your application at passportstatus.state.gov.

When should I apply for the 2027 RFD charters?

If you're flying from RFD between late January and early April 2027, apply by mid-November for routine service. Don't wait until after the holidays. For the 2027 season, Chicago Rockford International has seasonal Apple Vacations flights to Cancún (Jan 23–Apr 5), Punta Cana (Jan 24–Apr 1) and, new this year, Liberia, Costa Rica (Fridays, Feb 5–Apr 2) (Rock River Current). All three are international flights, so every traveler needs a passport book, babies included.

Your departure Apply by (routine) Apply by (expedited)
Late January 2027 (first Cancún/Punta Cana flights) Mid-November 2026 Early December 2026
Mid-February 2027 (Presidents' Day week) Early December 2026 Late December 2026
Spring break, late March 2027 Early January 2027 Late January 2027

These dates assume 4–6 weeks of processing (2–3 weeks expedited) plus two weeks of mailing each way. Also check how long every passport stays valid. The Dominican Republic requires a passport valid for six months from your arrival. Mexico asks only that it be valid when you enter, and Costa Rica that it be valid for your whole stay. I still tell families to aim for six months, so a delayed flight home or a change of plans never becomes a passport problem.

For everything else flying out of RFD, see my Rockford direct flights guide, plus my Costa Rica from Rockford guide and Spring break from Rockford.

What do I need to bring to my appointment?

For a first passport, bring a completed but unsigned DS-11, original proof of citizenship plus a photocopy, a photo ID plus a photocopy, one passport photo, and both payments. The checklist:

  • Form DS-11, filled out online or by hand, printed single-sided. Do not sign it until the acceptance agent tells you to.
  • Proof of U.S. citizenship. Usually a certified U.S. birth certificate (a hospital souvenir certificate doesn't count). It will be mailed in with your application and returned separately. Digital copies aren't accepted.
  • A photocopy of that document, on plain 8.5x11 paper, single-sided.
  • A valid photo ID, such as an Illinois driver's license or state ID, plus a photocopy of the front and back. If your ID is from another state, bring a second ID.
  • One 2x2 photo, not stapled or glued to anything.
  • Payment for the State Department fee and the $35 acceptance fee.

Need a birth certificate? If you were born in Winnebago County, the County Clerk's Vital Records office at 404 Elm Street, Room 104, issues certified copies. The number is (815) 319-4250 (Winnebago County Clerk). Born elsewhere? Contact that county's clerk or the state vital records office. Order birth certificates before booking the appointment.

Can I renew my passport online instead?

Yes, if you're 25 or older, your last passport was a 10-year adult passport, it expires within a year or expired less than five years ago, and you aren't traveling in the next six weeks. Online renewal costs $130 for a book, has no acceptance fee, and lets you upload a digital photo (State Department online renewal, updated Sept 30, 2026).

A few catches: - Online renewals can't be expedited. If your plans change, you can call 877-487-2778 to ask about upgrading. - Your old passport is canceled as soon as you submit. Don't renew online if you need that passport for a trip in the meantime. - You can't use it if you're changing your name, if your passport is damaged, lost or stolen, or if you're going from a passport card to a book. Those go by mail or in person.

If you don't qualify, you may still renew by mail with form DS-82. Kids' passports never renew.

How do kids under 16 get a passport?

Children under 16 must apply in person every time, with both parents or guardians present. If one parent can't come, that parent signs a notarized DS-3053 Statement of Consent. Child passports are valid for only five years and can't be renewed (State Department, under 16).

The child has to come to the appointment too. Here's what changes for kids:

  • Proof of relationship. The child's birth certificate usually covers this because it lists both parents. If it doesn't, bring an adoption decree, custody order or court order.
  • Both parents' IDs, plus photocopies of the front and back.
  • One parent can't attend: that parent completes Form DS-3053 in front of a notary and sends a copy of the front and back of their ID with it. The notarized form must be used within 90 days.
  • Sole custody: bring the court order, a birth certificate listing only you, an adoption decree, or a death certificate for the other parent.
  • Grandparent taking the child: you need a notarized statement or DS-3053 from both parents, plus copies of their IDs.

Teens aged 16 and 17 get adult passports, but bringing a parent along avoids questions about parental awareness. And check your kids' expiration dates now: five-year passports run out faster than you think.

What are the passport photo rules, and where can I get photos in Rockford?

Your photo must be 2x2 inches, taken within the last six months, in color, against a plain white or off-white background, with your eyes open, your mouth closed and no glasses. The State Department says bad photos are the top reason applications get held up (photo requirements, updated March 2026).

The rules that trip people up: - No glasses at all, unless you have a signed doctor's note. - No hats or head coverings, except for religious or medical reasons, with a signed statement. - A slight smile is OK, as long as your eyes are open and your mouth is closed. - No filters, retouching or red-eye fixes. Use the original image only. - Babies: lay them on a plain white sheet, or drape a white sheet over the car seat. No other people or hands can be in the frame. A baby's eyes can be partly closed.

Local options for photos: - Post offices that accept passports usually take photos too. USPS lists its photo fee as $15. The Harrison Avenue, Belvidere and Cherry Valley locations all list on-site photos. - Pharmacy photo counters, such as Walgreens and CVS. Call ahead; not every store does them. - Print and shipping stores, such as The UPS Store or FedEx Office, which offers passport photos in Machesney Park. - At home, if you follow every rule and print on photo paper. For some kids, this is by far the easiest (see below).

Passport book or passport card: which do we need?

Get the book. It's the only one that works for international flights, including every RFD charter. The card is cheaper and fits in a wallet, but it only works for land and sea crossings from Canada, Mexico, Bermuda and some Caribbean destinations. It also works as a REAL ID alternative for domestic flights (State Department, passport card).

Passport book Passport card
International flights (Cancún, Punta Cana, Costa Rica, Europe) Yes No
Closed-loop cruise (round trip from a U.S. port) Yes Often accepted; check your cruise line
Driving into Canada or Mexico Yes Yes
Domestic flights (REAL ID alternative) Yes Yes
Adult first-time cost (in person) $165 $65

About cruises: On a closed-loop cruise (round trip from the same U.S. port), many cruise lines let U.S. citizens sail without a passport book. Check your cruise line's document rules for what it accepts. But if someone gets sick or misses the ship in a foreign port, they'll have to fly home, and that takes a book. I recommend a book for every cruise. If you're planning one, see my Caribbean cruise planning page and first cruise tips.

Some families get both. Adding a card to a book application costs just $30 more for an adult and $15 more for a child.

What if I need a passport fast?

If you're traveling internationally within 14 days, you can book a free appointment at the Chicago Passport Agency, the closest agency to Rockford. Make it through the State Department's online appointment system, or call 877-487-2778 if you've already applied (passport agencies). Bring everything you'd normally bring, plus your trip itinerary, since the appointment is for travel within 14 days.

  • Location: downtown Chicago. Use the address in your appointment confirmation. Budget about two hours of driving each way from Rockford, plus parking. Without a car, see my guide to getting from Rockford to O'Hare, then take the CTA Blue Line downtown.
  • Life-or-death emergencies (a death or life-threatening illness in your immediate family abroad) have their own process. See the State Department's Life-or-Death Emergencies page.
  • The appointment is free. The State Department warns that anyone charging for an agency appointment should be treated as fraudulent.

About "expedited passport" websites: Many top results for "passport Rockford" are private companies charging well beyond government fees. You don't need them. The State Department's own $60 expedite fee gets the same 2–3 week processing, and the Chicago agency appointment is free.

Tips for autistic kids at the photo and the appointment

The two hardest parts for many autistic kids are holding still for the photo and waiting in a small, busy room. You can prepare for both. As a mom of two kids on the spectrum, here's what I'd suggest:

  • Take the photo at home. It's allowed. Tape a white sheet to a wall near a window, and take as many shots as you need while your child is calm and comfortable. A bad shot costs you nothing.
  • Make a game of the "photo face." Practice "eyes open, mouth closed" in the mirror for a few days beforehand. A slight smile is fine, so you don't need a perfectly blank face.
  • Book the first appointment of the day, or whatever time is usually your child's best. Ask the facility when its quietest slot is.
  • Call ahead and explain. Tell the facility your child is autistic and ask whether your child can wait outside or in the car until you're called. Policies vary by location, so ask before the day.
  • Write a social story covering the drive, the waiting, the person at the desk and the oath. Your child must be there, but the parents do most of the talking.
  • Arrive with every form filled out and copied, so the counter time is short.
  • Bring comfort items (headphones, a fidget, a snack) and a second adult if you can, so one of you can step out.

You'll find more on how I prepare for travel days in Traveling with two kids on the spectrum and on my autism travel planning page.

How I help

I don't process passports; only the State Department does. What I do is make sure the passport timeline fits the trip. When a family calls about a Cancún charter or a first trip to Europe, one of my first questions is "Who has a current passport, and when does it expire?" Then I work the dates backwards so nobody is refreshing a status page the week before departure.

Planning is free to my clients (suppliers pay me), so it's easy to ask passport questions early, which is when they should be asked. Heading to Europe? My first trip to Europe guide for Midwest families covers the newer entry steps, and my travel insurance guide explains what happens if a document problem changes your plans.

Frequently asked questions

Do I need an appointment to apply for a passport in Rockford?

Yes. As of October 2026, every acceptance facility in the Rockford area, including the Harrison Avenue post office, takes passport applications by appointment. Book through the USPS scheduler, or call the library or office directly, and confirm hours before you go.

How much is a passport for a child?

A child's passport book (under 16) costs $135 in person: $100 to the State Department plus the $35 acceptance fee. Expedited service adds $60.

Do I need a passport for the RFD charter to Cancún or Punta Cana?

Yes. These are international flights, so every traveler needs a valid passport book, including infants. A passport card won't work.

Can one parent apply for a child's passport alone?

Only with the other parent's notarized DS-3053 Statement of Consent, or with proof of sole custody. Otherwise, both parents and the child must be at the appointment.
